I&amp;#039;m thinking it could be one of two things:&lt;br /&gt;&lt;br /&gt;1&amp;#041;  You may not have the right software to open the certificate.  The certificates are PDF &amp;#040;portable document format&amp;#041; files and open with a PDF reader like Adobe Reader.  You can download a copy of the reader for free here:  &lt;a href='http://www.adobe.com/products/reader/'&gt;http://www.adobe.com/products/reader/&lt;/a&gt;&lt;br /&gt;&lt;br /&gt;2&amp;#041;  You may have a pop&amp;#045;up blocker that is stopping the new window from opening.  Here are instructions for turning off the most common pop&amp;#045;up blockers &amp;#040;you may have one or more&amp;#041;:&lt;br /&gt;&lt;br /&gt;Internet Explorer 7&lt;br /&gt;&lt;br /&gt;   1. Click on Tools button on the toolbar&lt;br /&gt;   2. Point to Pop&amp;#045;up Blocker and click on Turn Off Pop&amp;#045;up Blocker&lt;br /&gt;&lt;br /&gt;Firefox&lt;br /&gt;&lt;br /&gt;   1. I&amp;#039;ll confirm that it&amp;#039;s still slow and basically a pain to use.&lt;br /&gt;&lt;br /&gt;We do have requirements to overhaul this functionality as part of a larger registration revamp, but that work is still quite a ways out in terms of priorities and bandwidth.&lt;br /&gt;&lt;br /&gt;For now,  you can get a limited &amp;#034;auto complete&amp;#034; type of functionality by typing interests directly in the box.
